Take a close look at the latest ANN, "...the Company anticipates being in a position to make a substantive ann shortly..."
Have a look back at every quarterly and ANN since 2011. Funding (whether it's imminent, irrevocable or now substantive) is always anticipated "shortly" or "soon". And it never happens. Neither will this.
