well, i am guessing and someone can correct me but what company talking here is normal business as usual which is the case for all mines and they shouldn't use the word "securing approvals" but instead they could have said "submitting management plan to authority on how we will comply with their condition".
In my opinion government don't approve plans but instead they issue "No objection" which to them it means we don't see any issue on your proposal but if there is any issue that occur due to implementing this plan then the responsibility is with contractor/miner. If the department start approving then they probably taking role in saying we approve this method and if anything that goes wrong with that method they are equally responsible ! I might be wrong but that is how i look at it.
