I am with you on the last part.
However, the notion that AGO should pay to cover any costs incurred by MIN of an unsuccessful bid is a bridge too far for me. Not fair or reasonable in my view. If they lost out on the bid it’s their own fault for bidding too little, so they should cop the costs.
