There's a lot to unpack here:
Interesting to note off the back of this commitment from ATI, this takes their holding just shy of the 20% limit that would see an offer made to all shareholders having to be made to acquire the balance of shares under the takeover provisions (vs the rights issue / creep provisions they were trying to utilise by underwriting the previously failed rights issue).
Both placements are internal. The amount is only for the debt repayment. Large premium (most likely because of takeovers panel decisions). It comes across like they know they have to show of confidence in the operation.
Buying below 4c means you are getting shares cheaper than literal board members. Most liquid companies would automatically trade up to this placement price immediately.
