Resignations (more cost), plus instability.
6 - 9 months before they pass the hat around again IMO and hopefully, at a better U price.
New management may understand the mooted mothball process, yet so much ongoing cash/shares will dilute, month after month.
PEN is in deep doo doo now IMO.
