The logic works when:

1. The distance to the destination is measured in months.
2. Working chip is defined as one that can be mass produced and sold to customers to put in consumer devices.

They have a recipe to bake a cake that is not saleable. Each time they tinker with the recipe to solve one problem the cake may come out of the oven with some new problem and the distance to the destination grows longer.
