I feel that they are pushing hard, but they clear have no 90% and most likely will NOT have the 90% unless somebody , who have really big stock will accept.
My opinion that they are so aggressive, because they feel that they will never achieve 90%
So they will simply walk away if they will not jump via 90% limit .

I personally have a small stock and will lost just a few hundreds but I am not happy with all this things and still not signing this unfair offer
