Money is cheap at the moment, this looks to have 150M invest for 12M return worse case, 8% return.
Best case return 150M get back 40M about 25% return.

But how much money do they need to start it, before banks will back them..
Say banks will lend them half. at 10%
They will need about $75M to get project off the ground.
Say they could run the project with quarter of the money $25M.

If they can build it, their market cap could go to 150M.

So $3M just to do the planning.

High risk, high return and the government only wants gas.
It really looks like a infrastructure project, so if you have heaps of money like a superfund its a no brainer.
