Now I've had time to reflect on it I'm sort of caught between two strains of thought. On one hand it is a step forward. On the other it's almost as if they've said: "We admit defeat. We're not going to be able to negotiate this ourselves. But that's ok because we've told the new negotiators we want to be low cost so they'll get us a good deal on the finance."

I think perhaps this combined with a lack of detail about the timeframe for equity and finance funding is what had the market a little nervy after open.
