Why can't they raise equity? If a debt finance deal is announced at reasonable rates I don't think they'll have a problem raising the equity, most likely a far slab from Hebie etc... who haven't really had much of a mention lately.
It's sort of all starting to come together (I think...).
Most likely scenario in my mind is MCC arrange debt financing for most of the project, and Hebei, Rockcheck and the rest of the market stump up the rest as equity.
