If you put a Job spec out into the marketplace and then hire on merit. If that pool of candidates isn't diverse enough but the candidates are strong for the role, do you cast the net again to try and get more "diverse" talent even if they aren't as qualified? Are you undermining meritocracy just to fill quotas? It does sound like a savvy business decision when you are reporting to capitalist shareholders.
