As usual the truth probably lies somewhere in between all of the above. Clearly APT has been a bit lax in its anti-money laundering efforts. It is indeed a tenuous argument to suggest it presents massive ML opportunities given the size and scope of its activity, but similarly it is playing in a heavy regulated field of financial services. I am ignorant of the companies past representations in this area, but presumably they have it in hand?
