You seem to be trying to imply that there is a contradiction here. That is untrue.

Israel is surrounded by countries that are hostile to it so it is as prepared as it can be for any attack. However, that does not mean it is not vulnerable. Israel has so little time to respond to any attacks because of the proximity of its enemies. There are an infinite number of variables in war and Israel will always be vulnerable no matter how well prepared it is because it has so little land to retreat to and regroup.
