Does anyone know what the conditions are for a design freeze?

Does it just mean both parties are happy with the proposed design and proposed performance to proceed with actually printing a few with those parameters for test ?

What "long lead time" components could there be - electronics is just module and when in serious close to production model the electronics module could be upgraded to whatever military standard but initially a programmable control module for data and fuel profile is not a big deal.

What components with a lead time would there be? Powder?
