    I would imagine that establishing the product qualification facility in an existing and long standing scientific/engineering/R&D ecosystem, such as that at Lucas Heights, would have many advantages, some of which would be hard to quantify. A bit like high tech companies setting up very close to university campuses.

    To get away with such a low cost and rapid start up, it would seem to me that they probably don't have to build new infrastructure like the building to house the plant and staff. However, if they do then approvals processes would be more straight forward than say Kwinana and could be handled by the Lucas Heights administration. Similarly, I imagine then that they wouldn't need to construct car parking, canteen facility and ablution block. They would probably also have access to workshop and repair and maintenance facilities. They may even be able to rent some office facilities or put temporary facilities on site for however long is necessary. All of these things would have needed to be constructed at Kwinana with a need to be self-reliant there and possibly even require a new set of approvals.

    I doubt it would be politic to make an announcement that they are potentially freeloading on ANSTO and the Lucas Heights facility.
