GOV does not usually get involved directly with a private mine like this.
Truth is the project should sell itself to private investors and it does.
So what is holding it back, is it management or the price for the product and finance related issues?
If everything is correct as stated by all the reports coming out of AVL then that only leaves one logical conclusion. Maybe we need a more dynamice leader with a tronger selling ability, not just a strong technical ability and a nice guy?
