On the SYA website there is a dot point about the Authier Pre-feasibility Study that says:

• The Company’s current development approach is to initially construct the project with a planned annual production rate of less than 2,000 tonnes per day of ore and avoid a lengthy and costly full Environmental Impact Assessment. Once in production, the Company will assess the technical and economic viability of expanding the production capacity of the project;

So again, as I see it, the Quebec Ministry is asking SYA to follow the "lengthy and costly" process that may allow them to produce much higher quantities from the beginning? So its not a show-stopper at all.
