You're partly right, we already had a lot of this info - it's just there were too many people being either wilfully or actually stupid to comprehend the previous announcement and yet more people prepared to lie and dissemble for their own reasons.

This now repeats it all in language any moron can understand and crucially emphasises and elaborates on the binding nature of it.

It also has removed the samples approvals requirement (which I'm sure will be the subject of a separate announcement in due course) and the troublesome forecasts for $5Bn revenue which were apparently not compliant with JORC no matter how likely they may have been.
