Bomber I already explained the plant you are referring to with regard to "surge capacity" which was to wording used. Surge capacity does not mean able to continually run at those rates. Also works out an expensive way in opex terms to run at the lower rates on the hope of getting approval for larger tonnes.

As to bare bones hiw do you even know what a "bare bones" or fully optioned laterite operation looks like?
I can assure you a having a POX clave, Acid Plant, SX deck and Precipitation system is not a "bare bones " operation.
Not just HPAL and CCD.
