    25999 bid at 4.1c and 26000 offer at 4c
    so if the the buyer at 4.1c want to buy at 4c he will need to join to queue at 4c
    then only 26000 offer at 4c so it will not hit his order
    but if he place less than offer qty at higher price then he will jump in front of all the 4c bid orders
