I read the ann as a positive. We can stand on our own two feet and keep ownership of all rights and IP.

Let's see how the market reacts. I see this as a pleasant left field surprise. You're right though - they could have just said as much - we have something and we want to keep it... Though CSIRO might not have appreciated an ann of that nature.
