you sure its run off gensets would have thought they could have a small say 5 MW turbine running off the gas supplied to the site driving a generator, spool it up to 5MW then just cut it back once they got the charge lit up.
I use to work on about 50MW gas turbines they are simple to run, admitadly have no knowledge of processing /reducing vanadium
HTese guys do look like they need to pull finger though!
