Yes the most illuminating in that May 22 announcement is:
"Next Steps: The Company will now work with the Australian Government to finalise the legal agreement for the grant,with associated terms and conditions to be agreed upon."
It's by no means going straight into cash on hand. Didn't I read that the new federal government is reviewing the spending commitments?
For the poster who referred to Vanadium as a rare earth, it isn't, it is a transition metal.
A great project but much to do so best advice don't extrapolate too much into the future.
