No you can't. Because you don't have anywhere near enough under BOA. And you need to raise several hundred million dollars to build a plant - of which you will get none without aforementioned offtakes. So park the bus and wait a couple of years for demand to hopefully rise.
That's why the company are looking at importing vanadium IMO - they need a story to sell with no mine in the near future.
