I think you have hit the nail on the head. They have had more than enough time to do the integrated OFS.
they reason they are probably holding off is for the price of Vanadium and Iron to pick up. That's along with the cost of manpower/ other resources ( thanks to inflation) are the only variable that will change. The rest of the varibles should be known to them by now.
