Regarding your snarky comments, I do understand the article. What did you want to argue about?

If anything the article outlines the DRC's record regarding mining, where it states that the "Congo is the world’s largest cobalt producer and Africa’s biggest miner of copper and tin. It’s also rich in deposits of gold, oil and other natural resources.". I'll try not to be snarky here, but by the process of deduction and no other points of reference, that to be the "world's largest cobalt producer", you would need significant investment. Let me try and do some numbers and get back to with some napkin estimates.
