To be honest, I can't see how the Australian Government can stop it, it would open a complete new can of worms.
Manono is owned by DRC, AVZ wants to mine their lithium, earning money for an Australian based company.
However there are ways around this little problem, like register AVZ overseas.
There is always a solution.
