By the looks of it quite a few people to the tune of 7+ Billion. Move on with your unstable DRC argument it's boring now. There is enough bad people in every country that need to make money out of this in the political and private sector. This will be mined and sold period. Yachts to be bought by these corrupt individuals. Chinese are building infrastructure in the DRC and export copper and cobalt as we speak.
