Mate you make a valid point. It's a fact, many won't invest in DRC due to sovereign risk. It doesn't suit everyone's risk appetite.
But, there is a particular country that have been conducting business, and mining in the DRC for a very long time, successfully. Having an entity from said country as a major stakeholder in the company, AND another spending big dollars to upgrade infrastructure allays the sovereign risk significantly.
