I think the production of PLS and/or Hydroxide on site is what's got the DRC Govt excited and the ML Application /SEZ placed in the "get done ASAP" DRC Govt in-tray.

Why? It will come with massive increase development / industrialization in the Manono region and surrounds with plenty of new unskilled/skilled/high skilled jobs to be filled for multiple generations. The potential to add value to the end product and sell at a higher price will ultimately lift the region and surrounds out of poverty.

Also sales of hydroxide will produce a massive income increase for AVZ, but also a massive increase in govt royalties. Every resource rich nation wants to do the upstream processing at home ( Eg, Indonesia forcing Nickel miners to do upstream processing in Indo else lose ownership) as this benefits the local economies greatly .
