I read it more as delayed the decision because zinjin wasn't there to represent their case.I tthink as icc cancels out the jv dissolution, then comminiere didn't have legal capacity to transfer and there is no need to involve iscid.
Therefore the north is better served through icc cases (due Jan as well)
