You are correct in saying the resources belong to the DRC. However in order to attract companies with the 'know how' and money to develop those resources the DRC needs to follow their very own Mining Code where they hand over the resource to the company in order to develop and produce it.

The DRC collect money from owning a percentage of the project via free hold and collecting duties and taxes.

This happens all over the world in different countries - a very simple concept that works.
