For anonymity sake i could see why potential partners would not participate and regarding our existing - i'm not entirely sure but i thought they would have needed approval from us if they where to purchase more shares as that may have taken their holding % above 20%. It would also not be ideal for bargaining power if they are trying to flog the asset to the highest bidder and there's a potential blocking stake in huayou.
