So SJ is clearly still in the exploration phase. So on what basis would the SIG issue a ML? What if these studies later on show SJ is not viable or very marginal. AVQ would never bother raising tens of millions for Capex and the SIG would have egg on its face for decades.
That's a lot of risk to issue a ML on blind faith
