The full statement with respect to the above does include the following modifier:
"Once the relevant landowner approvals are received, the Ministry for Mines will issue Axiom KB Limited a Prospecting Licence over these areas."
So yeah, they need to negotiate with landholders to get the full Prospecting Licence. However I can't imagine that the landholders decide they would rather remain in poverty than have a percentage of the mining proceeds returned to them.
