no i don't think that is the case the 3 months and i will stand corrected is if all parties could not reach agreement on any issues relating coverage of all landowners ...they could then after a period appeal their arguments to the local court . they would need to have failed to win their argument with the chiefs and failed to reach agreement with the Registrar / Minister. about their problems if any.
my understanding is at this stage all parties including the SI gov are all working together , so one would hope they are all happy, as been told to me, they are at this stage....cheers
