Any commitment to do something is a step forward - even if it takes ten times longer than it should, and even if it is minor.
Up to now they have not been prepared to commit to any timeframes on anything. Their strategy is to not commit to anything on the grounds that when they fail nobody will notice. They can then pretend to themselves that it was "just an aspirational goal" or they were never really trying in the first place.
