I think one of the events that the company is waiting for before doing the IPO for Axion Graphite is the final ITC ruling about China graphite dumping. Once the final tariff number is confirmed, it will benefit the IPO valuation and they can therefore raise more money.
Basically, the higher the tariff on graphite imports from China, the higher the revenue projections will be in the DCF models for Axion, and therefore the higher the capital raise will be from the IPO.
