It's not a surprise, to be honest. BEN is clearly interested in a merger with SUN Bank so when the ACCC made a decision on competition they considered 2 options. 1. SUN continues to run the bank as is and 2. Merge with BEN which is a realistic option.
Nothing unusual or surprising here.
