Seems ridiculous to block this merger. I think it's highly probable that it will eventually be approved. They did hint in their announcement that things look different if you take a long term view. This will eventually get over the line. If not, then the ACCC has way too much power to interfere in mergers and is a ridiculous impediment to business and capitalism.
