Alliance has no control over the stake. Otherwise Qantas would never have got it. It was a "hostile" purchase.
When Alliance bought the large number of Fokkers from Austrian Airlines, part of the payment was in equity. It was this shareholding that Austrian sold to Qantas.
Outcome 2 would not be the case. The current share price for AQZ is above what Qantas paid to buy their share. I hope outcomes 1 and 2 apply.
However, the ACCC has a track record of extreme leniency towards privatised ex Government entities. They tried their hardest to support Telstra by blocking the TPG Vodafone merger for a long time. They allowed Qantas to take over Impulse which became Jetstar and reduced competition.
