Inefficiency would show in accounts of COL and/or WOW too (as excessive costs, somewhere). And, if that was the case, one of the ACTU, ACCC, or political inquiries would have almost certainly picked up a hint of that.
But price gouging and misleading behaviours are different things that can happen completely independently of each other. Although they can both happen at the same time, each can happen without the other.
