It's another simple idea to profit off people's incompetence to budget their finances. When I was much younger every Saturday my friend would borrow £10 off me and pay me it back the following Friday when he got paid only to borrow it again the next day. Imagine if I'd have charged him a small fee for each small b4 pay loan. Multiplied by a few 1000 more ppl that don't have the patience to go without till they have the cash to get what they want.
