When Frelimo first offerred to have peace talks with the 4 opposition candidates, Mondlane agreed at first on the basis he could participate remotely. Frelimo DID NOT accept his request, hence he did not participate. His stance has continually hardened with every 'mistake' made by Frelimo's posturing.
They need to know they're not in charge anymore.
