I was only talking about the source of the feed stock, not how the expansion is funded. Vidalia under the current rules has to have 6 months of feed stock on hand.
Every feed stock source has slightly different physical and chemical characteristics. I'm not 100% on this but I think mills, shapers and the purification plant have to be tweaked to suit which can take months to change. The only way it can be done is have specific modules (11.25kt) for specific feed sources.
Why wouldn't they just fund a plant at each US graphite mine. It would halve the amount of graphite needed to be transported.
