The announcement isn't exactly unexpected so can' be expected to move the price much. It seems to be heavily manipulated at the moment with accumulation at this level. I think it will just randomly shoot up one of these days once whoever wants to collect shares has had their fill.
Gxy, ajm and pls all stayed very low and were manipulated heavily before their sharp rises.
