the independent report will show how utterly absurd it is to refine in TNZ. This will allow PEK to negotiate better rates as well as calms TNZs desire to have one up and running immediately. At least this way they can work together to build a more sustainable refining plant rather than just whack one up or else no plant. Nothing wrong with building to a 10 year plan, say
