Precedents are there but of course if anyone stuck to the letter of the law ...
My gut feel is :
1. So close to the edge of the buffer zone 2 that boundary could easily be redrawn
2.. Too big , too much money for it to be left sitting in the ground and I imagine that should win out .

But , in Africa , anything is possible !

i think you're right there tangs, these deposits are not smack in the middle of a nationa park , and , way too much economic and financial benefit to the country to leave it in the ground
