I agree there isn't much of substance in here but at least it is a start and for now shows the government is by no means combative. By saying the 'coming years' I think the company is pointing to the potential scale of the project which may still take some time to define and study. 'Legally' resolving seems to be just reinforcing that the company will be working within the law (and not other non-legal arrangements which have happened in Guinea previously).
I agree there isn't much of substance in here but at least it is...
