    I had a quick look, and could only see the final 20% of knox to ARO requiring GRV shareholder approval.

    It's a bit unusual that a company vending out a project /tenement package that is highly speculative continues to work on it. Blurred lines. Should either cease work, or delay transaction until work ceases.
